Access denied in XP recovery console

When I run the XP recovery console it starts up in C:\WINDOWS and I can cd .. to root but if I try to cd into any other directory I get a "access denied". Anyone know what I need to do here please.

If you are trying to do a repair, then do it as if you are installing windows. It asks if you want to install XP, say yes and then it gives the option to Repair XP

Slightly different from the old DOS command CD
CD (Chdir) operates only in the system directories of the current Windows installation, removable media, the root directory of any hard disk partition, or the local installation sources.

Unfortunately I can't do an install, before the setup completes initializing I get an error that informs me it has stopped to avoid causing damage. So I cant get as far as the repair option. (Am using the recovery console pre installed on the hard drive).

You cannot do a repair or full install unless booting from the CD.

Why exactly do you need to repair / use recovery consul?
