Have made backup of all old drive that uses Windows 98. Have bought new larger drive with Me installed. Will I have trouble putting all old info back on to new drive using the backup cds I have made?

It depends what you're trying to put onto the new drive. If you're just going to re-install doc files, MP3s, jpgs, mpgs, etc, then you shouldn't have any bother.

As an aside, if the Win 98 is Win 98SE, I would think twice about switching to ME. IMHO, Win 98SE is a far superior OS than ME.

I was just hoping that all the files/progs would go across in one big go. Does it not work like this?

Unless you have "ghosted" i.e cloned, your old drive, no it wont work like that, jtw.
