3G datacard connection costs

I have just set up a 12 month contract with 3 for a 3G datacard to access the internet. With no landline this is my sole means of connecting from home. The cost is £30 a month for 256MB data transfer.
Can anyone tell me whether this is for data sent and/or data received? There is a monitor in the software but I'm not sure what figures I should be looking at.

Also, how can I maximise the data received? Compression software? Despite some negative reviews of onspeed.com, would this be appropriate and useful for this application?
