what laser printers will print 16cpi and work with dos / wordperfect.

I guess you mean 16 ppm or were you thinking of 600 dpi?

Epson do several that will print at 16 cpi.

and the laser he would need would have to support the good old standard Epson Esc sequence character data stream and have a parallel interface. Earlier model HP Laserjets did amongst others (this during the transition from matrix to inkjet / laser printers). I have the feeling they still do. Have a dig around HP and other volume manufacturers web sites searching on "epson emulation" or "proprinter emulation".

16 characters per inch. Lineprinter fonts, Courier (10 cpi), and Elite (12 cpi).
