when you go to the apps and click on the "menu" button next to the "home" button, you can easily uninstall programs even if you have your apps protected so is there a way to protect the "menu" settings on the apps menu?

You need to be able to Un-Install Apps that you no longer need.

For the sake of Security, do not click on the "menu" button next to the "home" button, select an App and then click on the Un-Install button

Yes I know about uninstalling items but I want to protect in case someone gets hold of my phone and it's easy to break into it.

Different question. You need a Screen Lock. There are a wide choice, both free and paid for.
