phone as a modem?

I want to get an phone on the orange network as they are the best coverage for me, can I use a phone bought from orange as a modem without paying high charges? I dont mind a fixed fee as I have just cancelled with "3" as their coverage was not good where I was over the winter(scotland) but am now going to tour England and Ireland for the summer and want to know if I have to buy another dongle from orange or can I get a phone from orange and use it to get the net on my laptop
