HTC 8S storage problems

I have a Windows phone 8S and I've been living with a problem for a few months but enough is enough. Basically I have almost no storage (about 3MB today and it keeps decreasing) although I have 6 GB free on an SD card I installed. The phone comes with 3.6 GB but 3.4 GB used by Op System and 'other' (undefined). I have deleted almost all apps and photos go onto SD card (new apps do not) but I assume when space gets to zero, my phone won't work. I have cleared cache in IE but that appears to have no impact anymore. I have seen on the Web that this is a known problem - but unsure if any attempts made to resolve. I can't download any upgrade (that may help) as no space. Any

I think it is in need of an update, go to settings, phone update and see if a fix is avalable

Factory reset may be the only option if there is no update, then update the device
