Calling International & receive message "no routes found" HELP!

So I need to ring the passport office in England on a 0300 number from France and when I call it using a international calling card on my mobile It doesn't ring it just goes straight to a message saying "no routes found"

On other websites people are saying its because the phone lines are full, but I've tried calling a thousand times with no change. Its very urgent that I get in contact with these people.

Is it possible that its the phone card I am using? Should I try and buy Skype credit and use them? Its INCREDIBLY frustrating and I have no idea what to do. PLEASE HELP! Thanks in advance :)
