Even if ICF did have outbound scanning, would you use it?? I don't think I would, ZoneAlarm is definately more flexible and you have greater control in application rights and access.

Maybe delaying the release of SP2 could make it a better product. i.e. Allow microsoft to plug up its may holes in Windows XP. They had to release an update to the MSBlaster cure, because it wasn't as effective as it should have been.
