The Sempron mobile 3000 in the Novatech machine is, IMHO, a better processor then the Celeron 1.5GHz in the Inspiron.
As far as I can tell the Toshiba machine also uses a Celeron M Processor 370 1.5GHz.
However, you only get half the RAM and half the HDD that the Novatech machine offers. But, you do get an OS.

For the same price as the Acers you can have the best of the 3 Novatechs with Sempron 3000, 512Mb RAM and an 80Gb HDD + buy yourself an OS. That would be my choice.
