Is it possible to link the network settings of two routers

I have a primary router without a modem and to compensate it is attached to one that has. In the past I have been given conflicting guidance, one saying both routers should have their Network settings enabled whilst the other advises to turn off the secondary machine's network capability. The two units do work well together with both settings active except my wifi printer becomes confused and will not maintain the signal. With the secondary network disabled it has affected the performance of the primary router. Is there any way of maintaining both networks? The primary unit has an IP address of 192.168.0.100 and the secondary machine 192.168.1.254
