I think what you are talking about is dynamic contrast ratio (DCR), contrast enhancement by dynamically adjusting the screen's backlight. You should bear in mind the manufacturer's quoted DCR figures are always very inflated and not to be taken literally.
In this review of my monitor, the static contrast ratio is tested at around 3000:1, depending on settings. Benq claim a DCR of 20,000,000:1 whilst TFT Central tested it at around 16,000:1, which is a very good result as compared to other LCD monitors.
