Cheap software for playing with photos.

Can anyone suggest something I can use to "play with photos? I want to add borders/frames/images and have the feature where you can superimpose on to cartoons. I already have Photo Premium 10.

XP sp2 running on a Athlon XP 3200+, K7N2 delta2 platinum board with 1024mb RAM and a nvidia geforce fx 128mb 5700le.

By cheap i mean fifteen or twenty quid.

A long time ago when I bought my first Epson printer I got a free CD with Professor Franklin's Instant Photo Effects. Brilliant programme. Seems to be about $60 (£31) now but a much later version.

Because it was free and dated 1998 I don't know whether it is ethical/legal to perhaps do a copy for you to try it and see whether it is any good to you. Other Forum members will tell me I am sure.

Adobe Photoshop Element 3 about £55

Microsoft Digital Image Suite 10 about £42, old version (version 10) costs less than £20 in amazon

In the end I bought a canon scanner with arcsoft photo studio 5.5 with it (full version).

That'll do for now.
