Charges for using e-mail?

The Canadian government is debating the introduction of charges above what is paid to ISPs, this is to help recover revenues lost by Canadas' postal corporation.

"Bill 602P will permit the Federal Govt to charge a 5 cent surcharge on
every email delivered, by billing Internet Service Providers at source.
The consumer would then be billed in turn by the ISP."

Just hope they don't decide to charge for receiving them. With all the spam you would end up owing hundreds of pounds (Euros, Dollars,Yen, Pesetas, Francs, Lira, take your pick).
