please i just got a p4 syytem with windows xp my friends at school said that i can burn a cd without a cd writer. is this true and how can i do this?

You can copy the CD or CD tracks to your HDD if you don't have a rewriter; this may be the cause of the confusion.

It's done in Windows Media Player from the Copy a CD tab on the left - further down is the Copy to a Device tab which would be used for a rewriter or portable player.

Ask your friends to show you how it's done.

Then laugh at them with a humiliatingly smug expression on your face.

No - you need a CD writer before you can burn a CD, no matter what operating system you have.
