I remember an article in Micromart a few issues back about a graphics card that was a real bargain, as with a few tweaks, could be made to imitate a much higher spec card.

I'm now looking for a new graphics card, but can't for the life of me remember the details of the card.

Anyone?

Can't help. The ATI 1950 pro seems to very well thought of for the money but I don't know anything about tweaks. Heres an example of a 1950 pro click here

If you want a highend card, buy a highend card, no point in buying one and overclocking it you will only get a few more FPS out of it at the cost of it becoming unstable..
