Why wont MS let me download Java Virtual Machine?

I have one of the versions of XP that doesnt have Java Virtual Machine. (Was there a dispute between Sun and Microsoft?)

Therefore I cant view any applets etc, getting the message

"To display this page correctly you need to download and install the gollowing components: Java Virtual Machine".

I have Suns JVM installed and happily run Java programs I have written, but Windows doesnt seem to recognise it. Anyone know where I can actually download the appropriate JVM for windows?

M$ removed it's own version of Java from SP1a under legal pressure you can get the M$ version from click here 5 from the bottom of the page
