Second hand battery replacement at TImpsons

I have just replaced the battery in my 4s.

Rather than ordering a poor quality one off the internet, Timpsons (the key cutting place) would replace it with a brand new battery (according to the guy in the shop) for £19.

After looking at the stats on Ibackupbot it already has 342 charge cycles and the capacity is down from 1430 to 1238.

Has anybody came across this before? £19 for a second hand battery seems pretty pricey.

Is this pretty common in replacement iPhone batteries or should i look to get a refund?
