I can't see a machine on my network

I have a network with a CCTV system attached and I can see the cameras fine. I can also see all of the routers, hubs, wifi bits and bobs on the LAN.

I have two computers that can acces those bits and both can access the internet,

In my network places I can see both computers on one machine but not the other and sometiomes vice versa.

On closer inspection of the local area connection I can see a padlock one the icon for the connection on one PC, but the other machine has no such lock.

What is this lock and how can i remove it, how can i get the two machines communicating when the rest of the LAN seems to work fine
